Waste Management Plans
Waste Management Plans (WMPs) are often required by larger municipalities in southern California to document a project’s compliance ÑÇÐǹú¼Ê¹Ù·½ÍøÕ¾ local and state mandated waste reduction measures. WMPs identify the potential solid waste generation from project demolition, construction, and operation to ensure that measures are being implemented that afford compliance ÑÇÐǹú¼Ê¹Ù·½ÍøÕ¾ adopted ordinances and avoid significant impacts. RECON is adept in preparing WMPs that address all phases of site development, including the demolition phase, grading phase, construction phase, and the occupancy (post-construction) phase and propose solutions to achieve waste reduction goals.

Waste Management Plan for the EDCO Recovery & Transfer Station Facility Expansion Project in Barrio Logan
San Diego, California
RECON prepared a Waste Management Plan (WMP) in support of an Initial Study/Mitigated Negative Declaration to address the expansion and reorganization of an existing recovery and transfer station in the Barrio Logan area of the city of San Diego. This analysis incorporated by reference the Statewide Anaerobic Digester Environmental Impact Report and carried forward mitigation and analysis as appropriate. In compliance ÑÇÐǹú¼Ê¹Ù·½ÍøÕ¾ City of San Diego regulations, the WMP addressed all four phases of site development, including the demolition phase, grading phase, construction phase, and the occupancy (post-construction) phase, identified potential solid waste impacts that could be generated by construction and operation of the project, and proposed measures to reduce those impacts.

Waste Management Plan for the California Terraces Planning Area 61 Project
San Diego, California
RECON prepared a Waste Management Plan (WMP) for this 267 multi-family unit project ÑÇÐǹú¼Ê¹Ù·½ÍøÕ¾in the Tri Pointe Homes Ocean View Hills community, formerly Planning Area 61 in the California Terraces Precise Plan. The WMP supported the applicant’s application for a community plan amendment to redesignate the site from Community Commercial to Residential. In compliance ÑÇÐǹú¼Ê¹Ù·½ÍøÕ¾ City regulations, the WMP addressed all four phases of site development, including the demolition phase, grading phase, construction phase, and the occupancy (post-construction) phase, identified potential solid waste impacts that could be generated by construction and operation of the project, and proposed measures to reduce those impacts.

Waste Management Plan for the Avion Project
San Diego, California
RECON prepared a Waste Management Plan (WMP), a Supplemental EIR, and additional supporting technical reports for Lennar's Avion project in Black Mountain Ranch. The project features 84 detached multi-family residential units. RECON assisted Lennar ÑÇÐǹú¼Ê¹Ù·½ÍøÕ¾ the transfer of an additional 19 units into the Black Mountain Ranch Town Center, in compliance ÑÇÐǹú¼Ê¹Ù·½ÍøÕ¾ the Black Mountain Ranch (BMR) Subarea Plan, which allows 117 dwelling units on the site. The 19 units would be developed as senior-affordable units and match the design of the Avion units. Discretionary actions included approval of a Vesting Tentative Map (VTM), Rezone, Planned Development Permit (PDP), Site Development Permit (SDP), MHPA Boundary Line Adjustments, and a reorganization consisting of latent powers expansion for sewer service and annexation to the Olivenhain Municipal Water District and the district's sewer service area (LAFCO). In compliance ÑÇÐǹú¼Ê¹Ù·½ÍøÕ¾ City regulations, the WMP addressed all four phases of site development, including the demolition phase, grading phase, construction phase, and the occupancy (post-construction) phase, identified potential solid waste impacts that could be generated by construction and operation of the project, and proposed measures to reduce those impacts.
