Rob serves as RECON鈥檚 company president. He is responsible for the oversight of corporate operations, long-term strategic planning, financial performance, client liaison, sales and business development, and quality control. His experience, expertise, and knowledge of the company and the unique needs of our clients provide an invaluable resource to the continued growth of the firm.
Rob has a Master of City Planning degree from San Diego State University and has worked in the environmental consulting industry for more than 24 years. He is a Certified Ecological Restoration Practitioner, International Society of Arboriculture-certified arborist, C-27 licensed landscape contractor, and a qualified pest control applicator. Rob is also on the County of San Diego Approved CEQA Consultants List for Revegetation Planning.
Under Rob鈥檚 guidance, RECON has developed long-term collaborative relationships 亚星国际官方网站 our clients while delivering the highest value of habitat restoration services and cost-effective solutions to achieving regulatory agency approvals. He has been instrumental in the large-scale restoration of thousands of acres of sensitive habitats in the Southwest, including areas damaged by wildfires in California.

Gina serves as RECON鈥檚 Business Operations Director supporting the strategic direction of the company and overseeing the firm鈥檚 organizational practices. Gina is responsible for monitoring the efficiency of processes and implementing policies and procedures to improve productivity, efficiency, and quality. She provides strategic advice in all areas of operations including corporate risk management and regulatory compliance. Gina鈥檚 strong decision-making and vision keep RECON running efficiently and effectively in all aspects of operations. She has a BA in Business Administration and a JD from the University of Oregon School of Law.

Lori has over 24 years of experience in the environmental field, beginning her career as an associate attorney practicing environmental and land use law. As the CEQA Director, she brings a broad history of experience in project management, environmental planning and analysis, and environmental litigation, allowing her to provide valuable insights on land use requirements and procedures.
Lori鈥檚 experience has emphasized the writing of complex documents, strategizing the management of controversial and high-profile CEQA projects, and guiding clients (both private and public) through the review and planning process 亚星国际官方网站 a keen awareness of community concerns. She has prepared and managed policy planning documents鈥搒uch as general plans, community plans, and specific plans鈥揳s well as a full range of development projects, providing legally defensible and high-quality environmental documents.
Lori holds a B.A. in Political Science, a J.D., and an L.L.M. in Environmental and Land Use Law. She is also an approved EIR Preparer on the County of San Diego CEQA Consultants List and is a member of the Association of Environmental Professionals.

Shanti Santulli serves as RECON鈥檚 Regulatory Permitting Director and specializes in aquatic resources permitting, aquatic resources delineations and assessments, and regulatory agency coordination. Shanti has extensive public and private sector experience 亚星国际官方网站 preparing and reviewing aquatic resource delineation reports and regulatory permitting application packages, including 10 years of experience as a regulatory project manager and team lead 亚星国际官方网站 the U.S. Army Corps of Engineers (USACE) Regulatory Division. She is considered a regional expert on federal, state, and local aquatic resource regulations and has routinely led regulatory presentations and trainings on behalf of the USACE and as a consultant. Shanti鈥檚 in鈥慸epth understanding of aquatic resource regulations, standards, and procedures, network of regulatory specialists and technical experts, and relationships 亚星国际官方网站 federal and state regulators set her apart from others in the field.

Meagan is RECON鈥檚 Restoration Director whose responsibilities include guiding a team of project managers and restoration ecologists; leading field crew; coordinating 亚星国际官方网站 clients, subcontractors, and regulatory agencies; and managing project schedules and budgets to ensure timely completion of project goals. She also performs habitat assessments; mitigation and restoration planning; restoration implementation, maintenance, and monitoring; and prepares status and annual reports to clients and resource agencies.
Meagan has restored a variety of habitats including coastal wetlands, vernal pools, coastal sage scrub, maritime succulent scrub, riparian woodlands, and native grasslands in southern California.
Meagan has a B.S. in Environmental and Resource Sciences from the University of California, Davis. She is on the County of San Diego CEQA Consultants List for Revegetation Planning. She is a member of the California Invasive Plant Council, California Native Plant Society, and the California Society for Ecological Restoration.

Cailin serves as Director of RECON's biology group, where she leads a team of biologists and environmental scientists to ensure successful completion of both public and private projects. Cailin has extensive experience in the implementation of Natural Communities Conservation Plans throughout southern California and has served as a technical reviewer for multiple jurisdictions to ensure project compliance 亚星国际官方网站 the state and federal endangered species acts. With this experience, she ensures that regulatory requirements related to biological resources are considered during the initial phases of project planning through environmental review for a range of project types, including public facilities, parks and trails, utilities, private developments, and general plan updates. She also has served as the biological lead on many preserve management, conservation planning, and public access projects, as well as a contract manager for multi-year on-call contracts for local agencies.
Cailin has a Master鈥檚 degree in Sustainability and Environmental Management and a Graduate Certificate in International Development and Environmental Policy, both from Harvard University. She is also a member of the Association of Environmental Professionals.

Carmen Zepeda-Herman, MA, RPA leads RECON鈥檚 cultural resources group where she directs cultural resources field surveys, test excavations, data recovery excavations, and construction monitoring for cultural resource studies. She also conducts background research, site records maintenance, and assembles crews for completion of projects 亚星国际官方网站 extensive experience in the southern California desert regions.
Carmen works 亚星国际官方网站 a range of regulatory and assessment frameworks including National Historic Preservation Act (NHPA), National Register of Historic Places (NRHP), California Register of Historic Resources (CRHR), and California Environmental Quality Act (CEQA).
Carmen earned an MA in Anthropology, is certified by the Register of Professional Archaeologists, and meets the Secretary of the Interior鈥檚 Professional Qualification Standards for Archaeology (36 CFR Part 61). She is also on the County of San Diego Approved CEQA Consultants List for Archaeological Resources, is a City of San Diego Qualified Archaeological Principal Investigator, is a Orange County Certified Consultant, and is on the County of Riverside Cultural Resources Consultants List. Carmen is a member of the Society for California Archaeology and the San Diego County Archaeological Society.

Tim Buonaccorsi manages RECON鈥檚 habitat restoration operations in Oakland. Tim holds a B.S. in Botany from Humboldt State University and has a California Qualified Applicator License. With over 18 years of experience, he is a seasoned restoration ecologist and botanist 亚星国际官方网站 a proven track record in habitat restoration planning, implementation, maintenance, monitoring, and preparation of status and annual reports to clients and agencies.
Tim has extensive experience performing invasive species management 亚星国际官方网站in sensitive habitat and preserve lands using various mechanical and spraying methods. He has a thorough knowledge of plant biology and specializes in restoring sensitive habitats including marine intertidal, vernal pool, coastal sage scrub, mixed chaparral, desert scrub, riparian, woodlands, and grasslands. Tim plans, implements, and analyzes various methods of vegetation surveys and monitoring for use in developing adaptive management strategies that ensure projects are successful in reaching their goals. He was an officer on the Board of Directors of the California Invasive Plant Council from 2014 to 2019.

Ruth is RECON鈥檚 field director. She has over 24 years of experience and holds a B.L.A. in Landscape Architecture and Environmental Design from California Polytechnic State University-San Luis Obispo. In addition, Ruth holds a California Qualified Applicator License and is a member of the Society of Ecological Restoration and California Invasive Plant Council.
As the field director, Ruth is responsible for field crew management during construction and maintenance phases to ensure safety, efficiency, and provide quality control. Ruth is involved in supervising the implementation of restoration projects 亚星国际官方网站in the parameters of design, budget, and time limits to guarantee successful completion and achieve the project goals. Her experience includes the comprehensive design process from the conceptual phase through development and implementation of revegetation plans, irrigation plans, grading, and erosion control plans. Ruth has worked on projects involving restoration and enhancement of a variety of California habitats including oak woodland, riparian woodland, coastal sage scrub, freshwater marsh, and saltwater marsh.
